Historical municipality located in the district of Morges, Aubonne combines the characteristics of a human-sized town with those of a regional center. Its particularly diverse territory and heritage, as well as the numerous ongoing and future projects, place the Technical Services today at a new stage of their development.

Having become a multidisciplinary service grouping specialized skills, the Technical Services intervene notably in the fields of urban planning and land use planning, construction policing, buildings, civil engineering, road infrastructure, networks, and territorial information systems.

Following the departure of the current holder, the Commune d-Aubonne is opening the position of

HEAD OF TECHNICAL SERVICES

Your mission: Set the course - Empower - Prioritize

Reporting directly to the Municipality and the respective municipal officers in charge, you pilot all the activities of the Technical Services and ensure the coordination of their different areas of expertise. A true technical staff chief, you provide an overall vision, set priorities, and establish an operating framework allowing the service specialists to fully exercise their responsibilities. As a partner to the Municipality, you ensure the interface between political ambitions and their operational feasibility.

Your responsibilities

• Pilot the activities of the Technical Services and ensure consistency between their different areas of expertise.
• Manage a multidisciplinary team of specialists by promoting delegation, autonomy, and empowerment.
• Define priorities and ensure the adequacy between the project portfolio, recurring missions, and available resources.
• Supervise a diversified portfolio of projects in the fields of urban planning, land use planning, buildings, civil engineering, road infrastructure, and networks.
• Develop a medium and long-term vision for the communal infrastructure and heritage and contribute to investment planning.
• Elaborate and pilot the service budgets and contribute to the preparation of investment plans and reports.
• Advise the Municipality, present alternatives and their consequences, and formulate recommendations allowing for informed decision-making.
• Develop cross-functional collaborations with other communal services and ensure a fluid flow of information.
• Accompany the evolution of the Technical Services organization in a logic of empowerment, transversality, and efficiency.

Your profile

• You benefit from a higher technical education of HES level or considered equivalent, relevant to the fields of Technical Services: architecture, urban planning, land use planning, civil engineering, or a related discipline. Complementary training in management and complex project management ideally completes your background.
• You have confirmed experience in a complex technical environment and have already managed a multidisciplinary team composed of autonomous specialists. You are also accustomed to simultaneously conducting projects of different sizes and natures and know how to structure, prioritize, and arbitrate a large portfolio.
• Your generalist technical culture allows you to apprehend diverse issues while taking into account the regulatory framework of public authorities, land use planning, construction, and public procurement.
• You know how to take a step back without losing touch with the field. Your management is based on empowerment and trust, with the capacity to decide, arbitrate, and refocus when necessary.
• You combine strategic vision and pragmatism, possessing a keen sense of priorities to advance several projects simultaneously.
• Your organizational and political intelligence allows you to translate technical realities into understandable issues, argue for the service's needs, and propose options allowing the authorities to arbitrate.
