See German version below The Établissement cantonal d'assurance des bâtiments (ECAB), responsible for insuring all buildings in the canton of Fribourg and contributing to fire prevention and fighting as well as natural hazard prevention, is looking for a Head of the Intervention Department -- Member of the Executive Board << Within ECAB, you lead public policy regarding rescue services and actively contribute to the development of the security vision of the canton of Fribourg. As a Member of the Executive Board, you steer ECAB's services and, in particular, the evolution of the rescue organization, in close collaboration with public authorities, sector organizations, and firefighters. At the interface between strategic, operational, and institutional issues, you represent ECAB to its partners, carry the establishment's orientations, and contribute to their implementation. Proactive, you analyze complex situations, identify pragmatic and innovative solutions. You build consensus and make decisions in compliance with the legal and institutional framework thanks to strong interpersonal skills. >> Your main tasks * Lead the Intervention department, define its orientations, priorities, and objectives, and ensure efficient resource management as well as the quality of services. * Define, lead, and implement ECAB's public policy regarding rescue services, risk management by firefighters, and translate it into strategies, concepts, directives, and regulations. * Ensure compliance with and the evolution of the legal, regulatory, and normative framework of your field of activity and prepare strategic files submitted to the Executive Board or the Board of Directors. * Represent ECAB to authorities and partners and advise authorities in major or complex situations. * Participate in the executive group and contribute to its strategic development and the success of ECAB's missions. Your profile * You hold a university higher education degree or equivalent (Master's level) in law, public management, economics, or a field relevant to the function. * You are comfortable in relations with authorities, institutional partners, and decision-making bodies and ideally know the Fribourg institutional organization. * You are familiar with the issues related to rescue, intervention, population protection, crisis management, or integrated risk management. * You have developed solid experience in team management and steering complex strategic and organizational projects. * You have perfect command of French or German, both spoken and written, and have good knowledge of the other language. * You recognize yourself in the technical and social skills listed in the complete job profile, particularly regarding strategic vision, budget management, leadership, interpersonal skills, decision-making, capacity for innovation, and flexibility.
