Legal Counsel

Job Description ##

The Direction générale de l'agriculture, de la viticulture et des affaires vétérinaires designs and implements cantonal and federal policy in favor of sustainable agriculture, while ensuring the training of agricultural professions and the application of legislation on animal health and welfare. Its Staff includes advisory and transversal support functions for the directorate and employees, including a legal team. To strengthen the existing team of legal experts, you will bring your expertise in public law and will be required to draft appeals, with the possibility of representing the directorate at hearings.

Responsibilities ##

• Advise employees and managers on legal issues encountered in their files.
• Support the directorate on legal, strategic, and political matters, both in writing and orally.
• Investigate appeals directed against decisions of the general directorate and draft the corresponding procedural acts.
• Supervise or draft reasoned administrative decisions in fact and in law.
• Draft and adapt draft laws, decrees, regulations, and directives governing the service's activities.
• Accompany persons and entities external to the État de Vaud in their legal questions and ensure legal monitoring.
• Collaborate with federal and cantonal authorities on the service's legal themes.

Qualifications ##

• Master in law, required
• Lawyer's certificate, an asset
• Professional experience of at least 2 years in the agricultural, viticultural and/or veterinary affairs fields, an asset
• Knowledge of public procurement, an asset
• Very good writing skills, with particular ease in drafting legal and normative texts
• Good knowledge of German required, notably for reading doctrine and case law
• Sense of responsibility, public service ethics, and customer orientation
• Adaptability, flexibility, and global vision, with a good sense of perspective
• Excellent communication skills, listening skills, spirit of mutual aid and collaboration

The Direction générale de l-agriculture, de la viticulture et des affaires vétérinaires (DGAV) is one of the entities of the Département de l-agriculture, de la durabilité et du climat et du numérique (DADN). It drives and implements public agricultural, viticultural, and veterinary policies. It ensures initial, higher, and continuing education for the professions of agriculture, family economy, and equine trades. It applies legislation regarding animal health, animal welfare, and dog policing. It employs approximately 160 full-time employees.
