Head of Intervention Department - Member of the Executive Board ##

"Within ECAB, you will lead public policy regarding rescue services and actively contribute to the development of the security vision for the canton of Fribourg. As a Member of the Executive Board, you will steer ECAB's services and, in particular, the evolution of the rescue organization, in close collaboration with public authorities, sector organizations, and firefighters. At the interface between strategic, operational, and institutional issues, you will represent ECAB to its partners, carry the establishment's orientations, and contribute to their implementation. As a proactive force, you will analyze complex situations and identify pragmatic and innovative solutions. You build consensus and make decisions within the legal and institutional framework thanks to strong interpersonal skills."

Your main tasks ###

• Lead the Intervention department, define its orientations, priorities, and objectives, and ensure efficient resource management as well as the quality of services.
• Define, lead, and implement ECAB's public policy regarding rescue services and risk management by firefighters, and translate this into strategies, concepts, directives, and regulations.
• Ensure compliance with and the evolution of the legal, regulatory, and normative framework of its field of activity and prepare strategic files submitted to the Executive Board or the Board of Directors.
• Represent ECAB to authorities and partners and advise authorities in major or complex situations.
• Participate in the executive group and contribute to its strategic development and the success of ECAB's missions.

Your profile ###

• You hold a higher university education or equivalent (Master's level) in law, public management, economics, or a field relevant to the function.
• You are comfortable in relations with authorities, institutional partners, and decision-making bodies and ideally know the Fribourg institutional organization.
• You know the issues related to rescue services, intervention, population protection, crisis management, or integrated risk management.
• You have developed solid experience in leading teams and managing complex strategic and organizational projects.
• You have perfect command of French or German, both spoken and written, and have good knowledge of the other language.
• You recognize yourself in the technical and social skills listed in the full job profile, particularly regarding strategic vision, budget management, leadership, interpersonal skills, decision-making, capacity for innovation, and flexibility.

« Bei der KGV gestalten Sie die öffentliche Politik im Bereich der Intervention und leisten einen aktiven Beitrag zur Weiterentwicklung der Sicherheitsstrategie des Kantons Freiburg. Als Mitglied der Direktion steuern Sie die Leistungen der KGV und insbesondere die Weiterentwicklung der Interventionsorganisation in enger Zusammenarbeit mit den Behörden, den Fachorganisationen und den Feuerwehren. An der Schnittstelle zwischen strategischen, operativen und institutionellen Fragestellungen vertreten Sie die KGV gegenüber ihren Partnern, tragen die strategischen Ausrichtungen der KGV mit und wirken an deren Umsetzung mit. Als Impulsgeber/in analysieren Sie komplexe Situationen, entwickeln pragmatische und innovative Lösungen, schaffen Konsens und treffen Entscheidungen unter Berücksichtigung der rechtlichen und institutionellen Rahmenbedingungen.
