Municipality of nearly 10'000 inhabitants, managed, maintained and animated by about one hundred employees, Épalinges is characterized by its dynamism and growth. Within the Administration générale, you are the Commune's reference person for issues related to energy. You contribute to the implementation of the municipal energy policy and work in close collaboration with the delegate for sustainability, municipal services and external partners.

Energy Delegate (80%)
Mission

• Lead and implement the municipal energy policy and its action program.
• Manage energy projects in the fields of photovoltaics, thermal networks, electric mobility and energy efficiency.
• Lead the processes related to the Cité de l’énergie label and municipal energy planning.
• Ensure the monitoring of the energy performance of municipal buildings and installations.
• Coordinate the municipal encouragement fund (FEED) and support measures for the energy transition.
• Develop awareness, advisory and communication actions for the population and regional actors.
• Ensure legal and technical monitoring, research for subsidies and prepare the corresponding files.
• Advise municipal services and partners on energy issues and participate in interservice projects.
• Collaborate with the building police for the energy aspects of files.
• Represent the Commune with cantonal, federal partners and other concerned actors.

Required knowledge and skills:

• Higher education EPF, University, HES/ETS or a title deemed equivalent in the field of energy, sustainable development, geosciences or related field.
• Proven experience in energy policy, sustainable development and project management.
• Good knowledge of the legal and regulatory framework regarding energy.
• Excellent analytical, organizational, coordination and communication skills.
• Ability to work transversally, to unite various interlocutors and to popularize complex subjects.
• Autonomy, rigor, sense of responsibility, spirit of initiative and sense of public service.
• Excellent writing skills and good mastery of MS Office tools.
• Knowledge of the tools Energo, Enercoach, Planeter, QGIS and/or Cité de l’énergie is an asset.
