Job Description ##

The Direction générale de l-enfance et de la jeunesse (DGEJ) implements the cantonal policy for children and youth, structured around three missions: prevention, protection, and participation. It guarantees children and young people in the canton support adapted to their needs, particularly when their development or safety is threatened.

As Deputy Director General in charge of the Protection Hub, you will combine recognized expertise in child protection with a solid capacity to lead a complex administrative structure, and you will steer the five regional offices for the protection of minors (ORPM), the Unité évaluation et missions spécifiques (UEMS), and the placement support platform, in the service of harmonized and quality practices throughout the cantonal territory.

Responsibilities ##

• Assist the Director General in the strategic leadership of the DGEJ, substitute for her according to the charter of delegations, and represent the service to institutional, judicial, and intercantonal partners;
• Contribute actively to the definition of a vision and strategic orientations structured around the three missions of the DGEJ - protection, prevention, and participation;
• Direct the Protection Hub - the five regional offices for the protection of minors (ORPM), the UEMS, and placement support - by providing office or unit heads with the objectives, resources, and support necessary to progress serenely;
• Guarantee consistent and harmonized protection practices throughout the canton, from reporting to the end of the intervention, including in the most sensitive or urgent situations;
• Sit on the Management Board and chair the Operations Council, ensuring that each file is treated with rigor until its implementation, and that the two bodies remain well-coordinated;
• Ensure, as second line, reliable support to the on-call managers of the ORPM, 24 hours a day and 365 days a year, and take charge of specific projects or mandates entrusted by the general management.

Qualifications ##

• University Master's degree or a degree from a higher education institution (HES), completed by higher education in management and organization of public institutions;
• Confirmed experience of at least 10 years in leading a large administrative structure and complex projects;
• At least 5 years of experience in the field of child protection;
• In-depth knowledge of Swiss and cantonal institutions;
• Global vision and sense of perspective, excellent analytical and synthesis skills, strong writing skills, decision-making spirit, and determination;
• Assertive leadership, sense of delegation and control, aptitude for conflict management, listening, and communication;
• Sense of responsibility and public service ethics, capacity for adaptation and flexibility.
