The Association Régionale d’Action Sociale (ARAS) Jura–Nord vaudois brings together 73 communes - for a population of approx. 96’730 inhabitants - which have united to offer the population a platform of services related to social and family affairs.

In order to complete its executive board and to support current and future institutional challenges, ARAS JUNOVA is creating a new position as:

Quality and Projects Director

A key role at the heart of the management and institutional evolution!

As a member of the restricted executive board, you will work in close collaboration with the management.

You will assist the director of ARAS in leading the institution and will intervene on matters with high institutional impact, contributing directly to the organization's decisions and strategic orientations.

General Mission

In a multi-site environment, composed of several branches and covering an extended territory with both rural and urban realities, you will guarantee the homogeneity, quality, compliance, and fairness of the services delivered to the population.

At the head of the Quality & Projects department, you will unite and develop a team that constitutes a true professional expertise center for the institution. You will create the conditions so that this expertise is accessible, recognized, and useful to the operational teams.

You will design and deploy the quality system: mapping and control of business processes, internal models and tools, steering indicators, internal control systems, and continuous improvement.

You will also structure the institution's portfolio of cross-functional projects and ensure their management with the executive board and various stakeholders: pooling of resources, organization of premises, evolution of processes, security, documentary tools, or even accessibility of services.

Beyond management, you are an actor in change management. You know how to give meaning, create buy-in, and support teams in the concrete implementation of transformations.

Your Profile

You benefit from tertiary education, supplemented by management training, ideally in public administration, quality management and/or project management.

You have proven experience in a management function, including notably the management of executives, acquired in a public, para-public, social, or complex institutional environment.

Your background has also allowed you to manage large-scale cross-functional projects involving multiple stakeholders and to support organizational transformations with method and pragmatism.

You have experience in setting up or managing a quality system, processes, and indicators. You master the main associated tools and approaches: process mapping, continuous improvement/PDCA, internal audits, dashboards, and document management.

You are comfortable with project management methodologies, as well as with quantitative and qualitative data and steering tools.

Knowledge of internal control, risk management, and data protection, as well as public procurement, constitutes skills that are particularly useful for the function.

Your knowledge of the legal and regulatory framework of social action, at the cantonal and federal levels, as well as social insurance systems, allows you to apprehend compliance issues accurately.

You understand the functioning of public and inter-municipal institutions and the interactions between administration, political authorities, and supervisory bodies. Direct experience with these relations is a major asset.

Beyond your background

You know how to analyze complex situations, set a framework, prioritize, and transform institutional challenges into operational solutions. You are demanding regarding substance while demonstrating flexibility and pragmatism in your way of working.

Your ability to reconcile sometimes complex requirements will make the difference: guaranteeing compliance without creating unnecessary bureaucracy, harmonizing without rigidifying, structuring without losing touch with the field.

Your leadership is based on your credibility, your listening skills, and your ability to unite. You know how to challenge when necessary, arbitrate, decide, and create buy-in, including among teams over which you do not exercise direct hierarchy.

Accustomed to leading cross-functional projects and facilitating working groups, you support change with method, diplomacy, and a sense of collaboration.

Finally, you keep the purpose of your action as your compass: processes, controls, and quality requirements only have value if they allow for the better fulfillment of the institution's mission and better service to the people who turn to it.
