L’Organisation Cantonale Valaisanne des Secours (OCVS) ensures the coordination of the pre-hospital rescue chain in the canton of Valais and operates the 144 medical emergency call center.

Your mission: As part of its activities, the OCVS is looking for a Head of IT Department responsible for guaranteeing the availability, security, and sustainability of its IT and telecommunications environment, in a context of critical infrastructure and medical emergencies.

Main responsibilities

• Lead the IT department and ensure the continuity, availability, and security of infrastructures and telecommunications, particularly for the 144 center.
• Guarantee business continuity and IT crisis management, including in the event of a cyberattack, disaster, or unavailability of a critical site or provider.
• Define and implement the strategy, governance, and IT standards, in connection with the Executive Committee.
• Ensure cybersecurity, risk management, and data protection, particularly within the framework of the DPO function.
• Lead IT projects, system evolution, and technological innovation, including the evaluation and governance of AI uses.
• Guarantee the quality, governance, and exploitation of the organization's data. Manage, develop, and organize a small IT team, ensuring the continuity and redundancy of skills.
• Manage providers, contracts, public tenders, and IT budgets.
• Define, monitor, and improve processes, performance indicators, and IT quality standards.
• Represent the organization in the technical networks and bodies of the emergency centers of French-speaking Switzerland.
• Actively participate in the Executive Committee, risk management, and the definition of the organization's strategic orientations.
• Ensure availability in case of a major crisis and participate in the technical on-call system.

Your profile

• Degree in IT engineering or equivalent.
• Proven experience in managing critical IT infrastructures, ideally in the fields of health, public safety, or emergencies.
• Solid mastery of ITIL / ISO 20000 and ISO 27001 frameworks.
• Training or certification in data protection / DPO (or the willingness to undergo this training upon starting the position).
• Experience in team management and project management.
• French or German as a mother tongue, with a very good command of the other language.
