Job Description ##

At the heart of the legal, economic, and institutional challenges of the canton, you will intervene on various subjects that mobilize both your legal skills, your analytical capacity, and your understanding of public issues. Working in direct contact with the service management and numerous partners, you will contribute to preparing decisions, evolving legal bases, and coordinating files of strategic scope. Responsibilities ##

• Advise management and executives on legal and strategic issues, analyze complex situations, and draft legal opinions, summary notes, and proposals on files with high institutional, economic, or political stakes.
• Contribute to the development and evolution of legal and regulatory bases as well as the preparation of files submitted to cantonal authorities and ensure legal and legislative monitoring.
• Handle legal requests from citizens or external partners of the service as well as legal contestation procedures.
• Ensure the processing of parliamentary items and federal and cantonal consultations by ensuring consultation with the relevant partners and respect for deadlines.
• Ensure the management and monitoring of financial and personal holdings relevant to the service, in coordination with the concerned interlocutors.
• Participate in cross-functional work and ensure the follow-up of agreed decisions and actions.

Qualifications ##

• Master's degree in Swiss law; bar admission, an asset
• At least 5 years of experience in a legal function
• Excellent legal analysis and synthesis skills
• Clear communication adapted to various interlocutors
• Strategic vision and sense of foresight
• A strong interest in public policies as well as knowledge of Vaudois institutions and the economic fabric constitute an asset

The Service de la promotion de l'innovation et de l'économie (SPEI) of the Canton de Vaud implements the economic development policy of the Conseil d-État. It supports companies in their transition towards sustainability, helps them access financing, and directs them towards a wide network of partners, both internally and externally to the cantonal administration. In addition to supporting innovation, entrepreneurship, and industry, the SPEI also promotes the economic and tourism development of the various Vaudois regions with specific aid. Its actions aim to support job creation and ensure the prosperity of the canton.

At the same time, through the Police cantonale du commerce (PCC), the SPEI is also responsible for the regulation of certain economic activities. The PCC notably issues authorizations in the fields of hotel-restaurant, professional passenger transport, high-risk activities, gambling, price indication, or prostitution salons.
