Program Manager - Public Sector - Cybersecurity (M/F/X)

The role:

We are looking for a Program Director / Senior Program Manager with solid experience in steering complex and strategic programs, notably acquired within the public sector.

You will take charge of the structuring, governance, and steering of programs involving multiple projects, stakeholders, and dependencies. You will ensure a consolidated vision of issues, risks, resources, budgets, and deadlines and support management bodies in the necessary arbitrations.

The programs concerned evolve notably in IT, transformation, and information security environments. Experience in cybersecurity, data protection, or compliance is therefore an asset, but the core of the role remains primarily program management.

Responsibilities:

Steering of complex programs

• Take charge of the global steering of strategic programs composed of several interdependent projects and workstreams.
• Define and structure governance, objectives, milestones, deliverables, and performance indicators.
• Steer budgets, resources, schedules, risks, dependencies, and priorities at the program scale.
• Maintain a consolidated vision of progress and anticipate deviations, risks, and bottlenecks.
• Identify necessary arbitrations and support decision-making bodies in their decision-making.
• Guarantee the consistency and alignment of different projects with the strategic objectives of the program.

Governance and coordination

• Set up and facilitate governance bodies, program committees, and steering committees.
• Coordinate a wide range of stakeholders: business departments, IT, experts, project managers, external partners, and sponsors.
• Produce consolidated reporting for management and decision-making bodies.
• Ensure clear communication on progress, risks, decisions, and priorities.
• Define and enforce program management methods and standards.

Risk management and transformation

• Identify, assess, and monitor risks at the program scale.
• Steer action plans and necessary corrective measures.
• Support organizational transformations related to the programs.
• Contribute to the continuous improvement of steering methods, tools, and processes.

Security and compliance environments

Depending on the programs concerned:

• Collaborate with teams in charge of information security, data protection, and compliance.
• Integrate regulatory and security constraints into program steering.
• Facilitate coordination between technical experts, business departments, and decision-making bodies.

What we are looking for:

Experience

• Senior and significant experience as a Program Manager, Program Director, or equivalent function.
• Demonstrated experience in steering complex and strategic programs, beyond the management of an individual project.
• Mastery of governance for programs comprising several projects, teams, and stakeholders.
• Significant experience in the public sector or with public administrations / agencies.
• Accustomed to working with management and governance bodies and managing environments involving many stakeholders.
• Experience in steering budgets, resources, risks, dependencies, and performance indicators.
