Infrastructure Project Management Manager

The Fédération des Hôpitaux Vaudois informatique ( FHVi ), is the preferred IT partner of 12 hospitals and regional healthcare establishments in the canton of Vaud. The FHVi accompanies them in the numerous challenges of the digital transformation of the healthcare sector and has as its main missions to plan, design, implement, and operate the IT system of its members. This represents more than 120 employees serving 14'000 users, for a park of more than 8'000 workstations distributed across about a hundred geographical sites and across three cantons (VD, VS, FR).

Your mission

As Project Management Manager, you will ensure the management of the project manager team within the Infrastructure, Operations & Support department.

You guarantee the proper conduct of the department's IT infrastructure projects, from their scoping to their production deployment and their transition to operations, in compliance with the priorities, budgets, deadlines, standards, and project management methodology defined by the FHVi.

An experienced manager with a solid understanding of IT infrastructure environments, you accompany and challenge project managers in the conduct of complex projects involving notably networks, systems, datacenters, virtualization, cloud, telecommunications, or security.

You particularly ensure risk management as well as the security, availability, reliability, performance, and exploitability of the deployed solutions, in a critical hospital environment.

You ensure the interface between the project managers, the Department Director, and the PMO and contribute to the prioritization of the portfolio, the allocation of resources, and the construction of the department's roadmap.

Your responsibilities

Management and development of the project manager team

• Ensure the hierarchical management of the Infrastructure project manager team: administrative management, annual interviews, setting individual and collective objectives, and monitoring their achievement.
• Accompany and challenge project managers in the conduct of complex projects and intervene in support or escalation when the situation requires it.
• Develop the autonomy and skills of the team, identify training needs, and support development and certification paths.
• Participate in the recruitment and integration of new project managers.
• Ensure the monitoring of external resources: services, commitments, quality of interventions, and costs

Steering and control of infrastructure projects

• Guarantee the global control of the department's IT infrastructure projects: scope, planning, budget, resources, risks, dependencies, and quality of deliverables.
• Ensure that security, availability, reliability, performance, service continuity, and system exploitability requirements are taken into account.
• Identify major deviations and risks and steer, with the project managers and relevant managers, the necessary corrective measures.
• Ensure the proper coordination of internal and external actors involved in the projects.
• Guarantee the conditions for a controlled transition from Build to Run, particularly during production deployments.

Resource allocation and workload management

• Assign project managers to various projects based on priorities, required skills, complexity, and availability.
• Maintain a consolidated view of the team's workload and capacity and anticipate internal and external resource needs in view of the roadmap.
• Identify risks of overload or bottlenecks and propose the necessary measures.
• Arbitrate resource conflicts in connection with the Department Director and the PMO.

Governance, methodology, and project performance

• Guarantee the application of the project management methodology defined by the FHVi and ensure that the level of governance is adapted to the criticality and complexity of the projects.
• Ensure the quality and completeness of the elements necessary for steering: scoping, planning, budget, risks, dependencies, decisions, milestones, and reporting.
